Could part of the story be that private schools are required to adhere to curriculum that mirror the public schools? Or even if they aren’t, the focus of most parents will be on standardized test scores? If so, the opportunity space for innovation is severely limited.

Not surprising. If any private schools did that badly, no one would send their kids there, and they would go out of business. Perhaps this happens from time to time!
