I was taught that Hoover's actions were a proto-New Deal in AP history a quarter century ago. What Hoover was unwilling to do was provide direct relief or start building a welfare state, which is what placed him to the right of FDR and lost him the election.
The comparison between Hoover and FDR is interesting, but considering the Great Depression of Hoover's tenure, his actions were actually laissez-faire enough.
Any president with a reelection attempt would have tried to implement policies to contain the Great Depression during his term, and Hoover did just that.
