The part of this chapter I found most astonishing was that at his time California was debating lowering taxes
This is the 1978 edition, but I believe this chapter wasn't modified since the original 1973 edition. Does that help?
Haha yes, I meant more how striking the contrast is with California today. Hard to imagine that political climate now.
